Two Rottweiler dogs which savaged a postman in Cambridge leaving him with severe arm injuries "had a history", according to a postal workers' union.
Keith Davies, 54, had a six-hour operation after being attacked while delivering Christmas mail on Monday.
The dogs' owner had them destroyed after the attack, police said.
But the Communication Workers Union (CWU) is urging police to examine the dogs' previous behaviour.
"These dogs had a history," said Dave Joyce, national health and safety officer for the CWU.
"Neighbours and people who live in the road have said 'we know these dogs. These dogs have had a go at us or our dogs'."
He added: "Apparently these dogs were normally kept behind big metal gates but for some reason they were out."
A police spokeswoman said: "We have begun an investigation and statements are being taken."
