Do SD’s have to be done by 1 today?
Bit of confusion here some say yes some say no.

If it says 1pm, its due by 1pm. thats how I've always understood it.
If it says 9am, good luck.
If it just says Special Delivery without a 9 or a 1 then its as and when you get there.

Yes they do have to be delivered by 1pm. Some postcodes are exempt.

Doing that was stopped months ago in our DO, although it did return recently when we got inundated with Specials.
I can never understand how different DO's have different rules.

They don't actually have different rules, if it's an area where the standard before 1pm applies then that's it end of, the sender will be able to claim a refund for late delivery not to mention a disgruntled recipient and the damage to royal mail's reputation (yeah I know) if they actually needed it before 1pm.
The difference is management in these offices don't care/don't enforce it which shouldn't really be acceptable.

99.99% of customers don’t say anything or complain about 1pm specials being delivered late to me but always have an excuse ready for when they do.

In the days when we were on foot and didn't have PDAs, if you couldn't make it there for 1PM you threw it back to the locker. But if you did take it only to arrive there late you could always ask the customer if they were happy if you wrote it up as 1255 instead of 1315. Never had anyone unhappy with that arrangement. I had a 9am special about 5 months ago on my rural duty which had zero chance of getting there on time simply because of the distance I travel before I even start my round and the fact that I didn’t leave the office until 09:30 didn’t help either but I eventually delivered around 11am after basically doing the round backwards and the customer was completely fine about it after I truthfully explained my predicament.
It happened to be a holiday maker who had snapped her car key and was waiting for a replacement key and like I stated before she wasn’t even bothered about the 9am special arriving late but more so that it just arrived that morning.
I always find that either telling the truth or having an excuse ready sees you right 99.999% of the time.
