Phase 4 of the Pay and Modernation Agreement
Now that Phase 3 of the Pay and Modernation Agreen has been enforced, does anyone know what Phase 4 entails?

5. PHASE 4
To assist development of a fourth Phase of Royal Mail modernisation, consultation and negotiation will now take place in the following working groups. The intention is for these joint working groups to develop national agreements, where appropriate, by no later than the end of April 2008, to be deployed as soon as possible thereafter.
Joint Working Group 1 – Relationships. will consider how to improve industrial relations within Royal Mail, including arrangements for negotiation, consultation and decision-making, the management of change, personnel procedures and practices covering issues like attendance, conduct and performance management.
Joint Working Group 2 – New Reward Framework will examine pay simplification possibilities (within the existing pay bill), a new pay and reward package, different pay models, reviewing on what the local element of the ColleagueShare dividend for years 2 and 3 will be based and MTSF. The Group will also consider how to implement monthly pay. It will also review annualised hours or banked hours, flexible working, and possible changes to attendance patterns that could both benefit the business and employees and is in line with the company’s family-friendly policy. The group will decide whether it needs to operate sub groups for any element of this.

It will develop proposals on how the business will best capture the benefits of new technology, whilst continuing to consider the implications for job security, and job design and the new delivery model. Royalmail are trying to introduce banked hour's through the back door, I know this as it was announced in our team brief some week's ago!. BANKED HOUR'S ARE PHASE 4 AND ARE SUBJECT TO AGREEMENT OF THE JOINT WORKING GROUP!. TILL THE OK COMES FROM H/Q NO BANKED HOUR'S

Depends how they use it - The RM want us to work a system where we work less in summer and more in winter but get paid for the same amount. Another version is that they work out how much time you make on quiet days and add them onto the busy days. ie you finish 1 hr 30 mins early on Monday (as if

Longs and Shorts means that your working hours for any Monday are fixed and wont change - for example:
Longs and Shorts (Fixed)
Mon 7.5 Hours Tue 7.5 hrs Wed 8.5 Hrs Thur Day Off Fri 8.5 hrs Sat 8 hrs - to make 40 hours
Banked Hours (flexible)
week 1
Monday 6 hrs Tuesday 5 hrs Wed 9 hrs Thu Off Fri 11hrs Sat 9 hrs
Week 2
Monday 7 hrs Tuesday 8 hrs Wed 9 Hrs Thu off Fri 8 Hrs Sat 8 hrs

hi i am quite new to this forum stuff i was wondering if anyone can help you see what is the max of hours they can can add on when they are useing the dreaded long and shorts could it be more then 2 hours if so would it mean that they would have to consider arranging different shift paterns hope you know what i mean

Longs and shorts are set finishing times the idea being that Mondays and Tuesday supposedly being quieter days have an earlier fixed finishing time that Wednesday, Thursday and Friday. Banking hours as suggested by Stupidboy is where if you finish late one day you don't claim overtime but finish earlier later in the week.
In both cases unless you want to work longer than 40 hrs per week they cannot make you. Also banking hours has not yet been agreed nationally.
On Longs and Shorts this usually only affect FT staff as prepping and delivery on PT 6 hours duties (and less) won't have much room for longs and shorts. Even in FT cases its usually only 1/2 hour to an hours difference each day.

After great consideration I think posties have been shafted by the Pay and Modernation Agreement, we are being flexible without extra pay (e.g. banked hours, the same amount of time back if you stay after your duty if the work is not clearde the following day) - instead of overtime pay. RM is saving loads of money by not paying posties the extra overtime whilst the managers bonues are get bigger and bigger each year. I voted NO against this Agreement and those who voted it in are probably wishing they had not voted it in, since the loopholes are starting to appear.
