What exactly is the plan to resolve Supernumeraries in Mail Centres as my guess is like virtually everything else in this deal will involve Management doing what they want and the Union signing off on it I am a Supernumerary in spite of never having actually had the option of signing for a duty at my Mail Centre whereas people who have arrived there since have been allowed to flow through onto their Monday-Friday duties they came to the Mail Centre with 10 years ago

Joint activity on Revision PIR & Mail Centre Supernumerary/Surplus issues
The approach to resolving any Mail Centre Supernumerary/Surplus issues will be fully consistent with the terms/processes of the MTSF national agreement and the job security commitments in the Business Recovery, Transformation & Growth Negotiators’ agreement.
A full joint PIR will take place at each Mail Centre to ensure the realignment revision outputs are properly aligned to workload achieving workplan, Q of S targets and efficiency performance.
Separately to the PIR activity, a joint review of all workload aligned to current vacant duties or agency resource will take place to facilitate solutions to address the levels of stranded hours in each plant. The overarching aim will be to produce outcomes, which reduce supernumerary hours and agency use by matching resource against established workload.
Both parties confirm that all non-aligned or vacant duty workload can be reconfigured to achieve attractive and additional duty options including:
• Maximising full time duty options through the amalgamation of existing part time vacancies.
• The introduction of inventive duty patterns (3 & 4 day weeks) through efficient alignment of resource and available workload.
• For existing PT employees, the aspiration will be to match workload to current contracts and increases or reductions in contractual hours will be voluntary and in line with MTSF terms.

Classified: RMG – Internal
Following the conclusion and outcomes of local discussions, both parties will facilitate an exceptional duty selection process for any surplus or supernumerary employee to pick into any new revised vacant duties within the duty set. Both parties agree that current duty holders can elect to participate in the duty selection process in which case their duty will be included in the process. This selection process will take full consideration of all Equality Act, adjusted duty or flexible working requests.
Further to the above duty selection process, a full office re-pick will take place in line with national agreements, at the point that major change occurs in relation to the Midland Superhub, Network Changes or further realignment activity.
The above joint activity for managing the PIR and supernumerary resolution will take place in line with the IR Framework and be scheduled to be completed by the 7th July 2023. In line with the above process, the local parties are encouraged to jointly consider and agree pragmatic and mutual interest solutions.
At the conclusion of this process, the national parties will meet to review progress, resolve any outstanding issues and agree next steps.
