LTB 268/22 – Royal Mail – Change Proposals
Commercially engineered Network: extending the network window, moving driving duty start times later to create capacity in our pipeline to deliver a better customer proposition, enabling us to compete.
Proposal
There are two elements to this proposal :
1. Hub shift changes – we propose moving the day phase back 2 hours (7am to 9am start) and the night phase by 1 hour (7pm to 8pm start).
2. Depot shift changes – core duty start times would range from 7am to 10am and finish 3pm to 6pm.
Reason for this proposal
Parcelforce is capacity constrained and this would require significant investment to expand processing capacity which is not financially sustainable. The current network is designed around our historic delivery duty structures. To compete and win, we need to design the network in response to customer demands. The above proposed changes would enable increased capacity in the network and improved efficiency.

Flexible working - Yearly Flexi Hours, Same Rate Sunday, the removal of SA attached to driver’s duties and the potential for a buyout of certain allowances. Ensuring fair and balanced workload between duties and efficient operations with duty sets refreshed at least annually.
There are three elements to this proposal :
1. Allowances – following similar principles as outlined above we propose to phase out old legacy / reserved allowances (through buy out or moving to current allowances). This wouldn’t include shift allowances or skills allowances.
2. Minimum annual review of duty structures – review core duty structures on at least an annual basis to align duties to workload and ensure a fair distribution of workload for all employees. Ensure the use of SA is required for daily workload, this could also explore longer core hours or a form of yearly flexi hours to create flexibility to meet customer demand.
3. Local flexibility – Implement long and short days in the week to match customer demand.
Reason for this proposal
We need greater flexibility within a framework to resource to customer demand. This will give people adequate notice of working patterns and allow local sites to make the right decisions to suit their traffic profile.
Equalising performance - productivity: employees achieving 100 BSI and a review of the Owner Driver mix in Delivery as well as Automation in Processing to enable us to compete on price.
Proposal
To secure the financial sustainability of the business. Review efficiency of Scheduled Attendance arrangements, address inefficiencies. Ensure a clear business and employee benefit. Agree a roadmap to 100 BSI for our drivers, indoor, admin and in processing employees. we will need to explore increasing the owner driver mix in delivery.
Reason for this proposal
Parcelforce is currently loss making and projecting to be loss making for the next three-years. The business needs to address its cost case. Increasing the efficiency of drivers to reduce costs and improve quality as well as winning new business (a as result of being more competitive in the parcel market). This can be achieved through drivers and processing achieving 100 BSI. If we’re unable to agree sufficient change to bring Parcelforce back up to a sustainable level of profitability, then the alternative is to increase the OD mix in delivery.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

If the business cannot make a profit using its employees then how will increasing the OD mix work?,,Going down the YODEL route ?..or Hermes?..
will the ODs be free to take work from other couriers for the post code area they are working?,.,.or will the ODs be tied to PF.?

Perhaps,,removing the ability to allow the customer the option of a delivery /collection time slot will remove the nessessity of the driver being in the same street at least twice a day..reducing fuel consumption,and allowing the driver more route flexibility...the tail wagging the dog will never work,

I don’t see the advantage of drawing a line.
Having watched many drivers targets rise with regards to completing their workloads early by using this method I just see it as a stick to be beaten with further down the line.
REX is far from perfect. I regularly visit my three postcodes two, three or four times a day.
The way I see it we got much more done before this flawed system was imposed on us.
Management banging on about productivity should maybe take a look at how much was getting done before REX was introduced.
I know by sticking with Auto my route is down twenty percent with REX being introduced from a hundred stops daily to eighty.
I still work the same hours, still get the same pay.
