Seems now,if any Tom,Dick or Harry decides to try to make a small fortune by getting a licence to do us over,if they feck up they've nothing to worry about.
The removal of the requirement, from most Standard Licences, to maintain a financial guarantee or contractual arrangement to ensure that, in the event that they ceased to operate, postal packets in the Licensee's care would be delivered.
Postcomm has considered the views and responses that it has received and the advantages and disadvantages of removing the requirement for a guarantee or contract. Postcomm is concerned that the guarantees are difficult and expensive to arrange and maintain. Meanwhile, applicants can only make contractual arrangements with another operator if that operator is willing to do so. Postcomm does not consider it appropriate for the entry into the market of one operator to depend on the willingness of others to cooperate with it. The current requirement to set up a guarantee or a contractual arrangement with another operator therefore represents a considerable barrier to entry.
For the record RM and the CWU had a moan about it but alas to no avail.
Oh and also,they have lowered the licence fee so it's easier to get one,donations anyone.

two of his ilk are running RM , Voice did a feature on this ages ago , if it was up to them you'd be able to buy a licence in Sainsburys for £50 . Somebody from Scotland was on here , said he spoken to a self employed courier working for the competition ,there was a customers parcel that had been in the back of his van for 4 days as it would cost too much in petrol to deliver it , if it was a RM employee coming out with that excuse ; he'd get the sack
