White Book Staffing levels

Does anyone know what white book staffing levels are? As mentioned in the following;

Pathway for Change Joint Launch Mail Centre & RDC’s Resource Realignment Inc Shorter working week 15th February 2021
Both parties agree that Annex A – from our 2018 agreement is still fit for purpose and should be used as the guidance for structural realignment.

10. Deploy White Book Staffing levels and ensure that contingency arrangements support workplan clearance and are in line with the National agreements.

White Book staffing is basically advanced sorting.
This means that on Lates and Nights extra staff is brought in to advance sort 2c work, but they are on hand in case of emergency to clear that shifts work.

Don't think I've explained it well, but I hope you get the gist.

Thanks for that. When you say "extra staff brought in" would I be correct in assuming the majority would be agency. If so this would appear to run contrary to the agreements in reducing the reliance on agency/casual resource. The latest being the pathway to change.

All future revision activity will reduce reliance on agency/casual staff and restore the Agenda for Growth/Four Pillars commitments on staffing and criteria for the use of external resource.

Normally it would be a mix of RM staff on overtime and after that then yes Agency.

Are you sure ? Is it not an amount of work that those shifts are expected to do on top of their normal workload ?
