Parcels / Larger Packets

On a van duty that also does the larger packets is there an accepted ratio of parcels per hour that is achievable to deliver?

It seems in our DO if your route has 20 or 100 you are expected to be able to deliver them all within your time.

Obviously rurals would be different but wondering if there is an amount per hour for urban.

Used to be 20 per hour, however I would only work to my finishing time and inform manager that I was bringing the rest back.
