Nuisance/Fraudulent? redirection of mail by someone

Long story short. Some relative has applied for a redirection of this persons mail as a means of controlling them. R M say they can't cancel this as the person who took out the redirection needs to do that. However this person came up with the required i.d. (Or a mistake by whoever took the redirect application ) it wasn't the named recipient that wanted it done. So two weeks post has not been delivered and the addressee is understandably miffed. What is the next move?
