SA to duty

Can anyone more knowledgable please tell me the rules about covering SA. In our office they are constantly being covered by reserves. The SA on Saturdays becomes duties and they have to be covered compulsory by the reserves. Is there anything in the national agreements about converting SA into a duty to be covered by reserves. Thank you
