National Royal Mail Fleet and CWU Terms of Reference for the Trial of Engineius Supplier Network

Dear Colleagues,

Branches and members will be aware of the current growth opportunities in Fleet operations will require the accurate movement and availability of all Royal Mail Fleet vehicles in a timely manner to affect all levels of agreed Maintenance Service and Repair across the full range of RMG vehicles. Both RM and the CWU recognise the current challenges in ensuring the customer is able to deliver vehicles against booked time-slots for maintenance whilst minimising the requirements against collection and deliveries and the potential impact this may have on the Universal Service Obligation.

In order to facilitate efficient vehicle movement from office to workshop, where an internal supplier (Driver) is not available, RM will engage the Engineius network of suppliers that includes recovery agents, transporter companies and drivers from networks or independent operators to carry out this work.

Engineius is a desktop platform and mobile application that can be used by customers across industries to facilitate efficient vehicle movement. If the customer does not have a supplier for their vehicle movement needs already lined up, they can choose to submit the job to be fulfilled by the Engineius network of suppliers. Engineius is then able to join up all suppliers from across vehicle movement, and provides a single platform where they can take convenient work for them e.g. a recovery agent returning back to base empty from another job.

Both Royal Mail Fleet and CWU have since agreed to test the ability of a mobile application to facilitate efficient vehicle movement from Office to Workshop, where an internal supplier is not available. It is envisaged by both parties that Engineius will offer Royal Mail Workshop Managers and Delivery Office Managers another option for moving Red Fleet vehicles more effectively between sites to avoid missed maintenance appointments and significantly decrease the downtime vehicles currently spend sitting at workshop sites (currently average 3+ days). Coupled with the growth in external workload such a proposal will ensure maximum vehicle availability to Royal Mail Operational staff to reach delivery service levels.

Engineius and Royal Mail Fleet have agreed a 6 week trial period to test this process beginning in April 2018 at 4 workshop sites across the country (Tyneside, North London, West Midlands and Rugby) on all Non O License vehicles only i.e. Car Derived Vans (CDVs) in Deliveries only.

Branches and members will note from the attached TOR it is confirmed that there will be no operational impact in these units during the trial, and our frontline OPG members will continue to perform their roles as they do currently with no change.
