Pay Talks
Look there is no sell out and talks continue today.
There has been real progress on all issues since the ballot , but the issues are complex and therefore takes time.
For instance we have agreed the principe of one pension scheme many on doubted that would have happen. However this scheme whilst being passed as law in 2015 under the pensions act needs the regulations written and there is currently a select committee working on this issue. The CWU along with Royal Mail ,TUC , First Actuarial , Senior Civil servants from the DWP , business groups are campaigning for the changes. We want a legal guarantee that when the regulations have been implemented than we will have one scheme. Obviously the discussion of contributions is being negotiated and the CWU want more than the current Royal Mail pension contributions than the £400 million they pay now to ensure we get the best scheme possible.
Transitional arrangements until the new scheme is introduced are being negotiated and reviewed.
Pay there have been two further closed offers and both of these are actual pay rises backdated to April 2017and flowing through to all allowances etc. These have been rejected but pay is moving in the right direction. Pay is always the last thing to settle in these kind of talks.
SWW we have already and hour off the working week we are asking for two next year and an agreed timeline for the 35 hour gross.
Most of the other issues such as part time improvements in contract where they are working against the same workload and resourcing generally are moving forward.
However the issue of the pipeline is still difficult as each side are examining the arrival of Mail for each delivery office per Mail centre catchment area based on Later Acceptance into the RDCs and the arrival patterns into Delivery offices from network changes and following the delivery trials the move from a range of delivery finishing times currently from 14:00 to 15:00 to a range of 14:30 to 15;30 . Clearly Royal Mail want to cut costs by moving more offices later where the Cwu are arguing that the arrival times into the delivery offices should dictate the Start and finishing times of a delivery office not Royal Mail’ s desire to cut costs by cancelling flights etc to drive later starts.
The CWU are not after a quick deal but the right and best deal. If the only way we could win was to strike at christmas how comes we have won countless strikes but never once at Christmas. I realise it is frustrating but you cannot on one being in talks where Royal Mail are making closed offers and than come out of those talks and communicate the closed offers.
There has been more progress in the last 5 weeks than there has been in the last 18 months and that is hardly a sign that Royal Mail are only waiting to get Christmas out the way as they knew Chrismtas was out when the mediator was not appointed in the first week.
Keep the faith from where we started we are in a much better position but this is a very complex agreement and needs time and a lot of detail to be reviewed and agreed.
My understanding is that there is an agreed date of the 9th January for an agreement or the PEC Will decide whether to invoke the industrial action ballot. However since the ballot result was announced we have changed Royal Mail’s position on Pay , Pensions , the pipeline position on 17 00 last letter, the use of the indoor tracker for automated hours data capture ,
the multi bundle system for outdoors , rejecting walk ownership. So we are moving in the right direction and none of this would be possible without the yes vote.
