Birmingham Branch Office – 14.06.16.
National Officers and members of the PEC reported on the current negotiations wit RMG at national level.
Delivery to neighbour trials
RM continue to insist that delivery to neighbour can be absorbed in outdoor duty time.
The CWU have argued that the planning value established by the Industrial Engineers should be applied through the national tools. Whole outdoor delivery times needs to be reviewed and national tools adjusted to reflect the actual time at the doorstep and includes relaxation values on longer outdoor spans. Talks have reached stalemate.
RM have proposed non biding mediation and have approached ACAS. The CWU maintains it's position.
OMP/Single wave of sequenced mail to Delivery Offices.
Walsall DO is still the only Unit in the trial. RM want to extend the areas in the trial to those in the RG postcode. Since the trial measurement activity in 2015 there has been no further work done although the CWU have been involved throughout.

Manual mail would be prepped into an RM2000 and cleared down and bundled back to back with walk sequenced bundled mail. Collated D2D will be merged outdoors. The trolley bags and HCT's have been adjusted to carry bundled 'letters' with packets and parcels.
It is true that there is a savings per duty on Indoor Time (6-18 minutes) there is a cost on Indoor performance to standard. On Outdoor the method adds roughly 35 minutes to existing duties.
RM hope to reduce indoor frame footprint to allow closure and merger of Delivery Offices. RM have a target set by the regulator to meet European compared outdoor duty time of 90% from the current 60%.
RM are aware of CWU policy not to move any further on plans for OMP until other outstanding issues are resolved. These are in the IR Framework and RM have proposed mediation. RM want to expand to 900 duties being served by OMP. Discussions on mail presentation to DO's remain unresolved through discussion. Flats automation and D2D collation remain unresolved.
RM have raised the use of the Norwegian style 'body vest' as a delivery method. A CWU visit to Norway confirmed that these are available in Norwegian DO's but are unused as a method. They are unsuitable as part of workwear and add weight to the abdomen/chest areas of the body. There is no desire from outdoor staff to use the vests. RM Operational managers will not enforce the use of existing methods and the vest would remain unused. RM have proposed non binding mediation. The CWU will not agree to the use of the vest.
One Plan
An RM management initiative in DO's. Appointed teams on selected DO's are pushing changes to operational management, some of which contravenes national agreements. There are no agreed terms of reference for CWU involvement in One Plan. Local reps have no role in local activity and should use the IR Framework where changes to local agreements are breached. Any rep under undue pressure from One Plan staff should report harassment to HQ.
Comms with Members and Reps from HQ level and Area/Divisional level.
The National Officer reported on plans to improve Union Comms at industrial level through written and digital media.
D2D Automation/Collation.
The CWU have been involved at national and local levels on D2D Delivery trial to address cold calling, automation/collation. Using three trial sites the CWU argued that D2D could be grown as a product with negotiated changes to automation/collation and delivery to meet competition standards. This would increase revenue and reduce unit costs.
The trial sites identified that most Units clear D2D product Mon/Tuesday. CWU proposals for flexible date specific D2D have not been taken up by RM and the D2D trial has clashed with the outdoor merging model of RM. RM don't seem to understand how the D2D operation actually works and talks continue to establish a terms of reference for further trials.
The RM Delivery Model fails to address the operational realities and is based on a savings based agenda.
DO's with bulk fuel supplies on site
RM have adapted the fuelling stations to operate by a fob which monitors mileage. Several sites have been updated. Issues have been reported where the new technology 'fails' and have been addressed.
Trimble
RM trialled dashboard technology in delivery vehicles in 2013. In 2015 a contract was won by Trimble to install dashboard technology in DO Delivery vehicles. The system monitors and records fuel usage, harsh driving activity and idling time. Reports are available to Managers in the version of a trip summary report on driving time, idling time and harsh driving activity. A trip location report provides a map of the harsh activity or idling time recorded.
The record would be discussed with the OPG/Driver to establish cause. Following two discussions over similar incidents a coaching session would take place. The terms of reference do not allow Trimble to be used for conduct issues.
Some Managers have accessed the hyperlink to real time recording of driving activity. This was excluded from the terms of reference and RM have assured the CWU that this is no longer possible. If any Manager refers to the real time recording Reps should inform HQ.
Road Traffic Accidents (RTA)
RTA's should not autonatically proceed to conduct. HQ has received many reports of Dismissals where RM have not applied the agreed RTA process. Further discussions are being held to hold RM local Managers to the process.
RTA's can now be reported by telephone communication through the PDA's. Members should not have to use personal phones to report. Any issue should be referred to HQ.
Overnight Retention Policy
There is no national application of the overnight retention policy which can only be changed by agreement. RM have adopted an 8 mile limit without discussion.
DO closures and Mergers
RM have pushed on with random closure/merger proposals for the Delivery Office's. Where these lead to improved working conditions and environment the CWU will negotiate as appropriate. The national RM plan seems to be based on cash value of the property and ignores related operation issues. HQ needs instant feedback where these are proposed locally.
Delivery Blueprint
The CWU Model for Delivery is going to the PEC for approval in July. It includes policy changes agreed at Conference and will circulate throughout the Outdoor Section for guidance in local negotiations. Where it has been applied through the IR Framework we have had some success in maintaining national agreements through doing the job properly.
Various contributions from the floor confirmed Management ignoring national agreements as a course. The IR Framework training is being rolled out at local level.

Err.... So it doesn't save any time to use the new methods and it actually takes longer to process and deliver the same mail.
Good news about those vests tho. I couldn't believe that any delivery postman in the world would ever put one of those on unless for a staged photo.

so who on Royal mails side thinks it doesn't add time to a delivery?
Have this people ever done a delivery?
A ten year old could work out that if you had 10 packets, got rid of 3 packets first time, have to try 2 different neighbors with the remaining 7 packets that works out to the equivalent of 24 packets...so even if you say 1 minute per packet instead of 10 mins it's now 24 mins
