General Conference : Motion 73 : Subscription Rates

General Conference 2015 carried Motion 73 which stated:

“Conference instructs the NEC to review the current subscription rates”. The review shall investigate the viability of both a flat percentage subscription rate for all members and a banded subscription system, with both options being based on members contractual earnings, rather than who they work for.

The review shall also consider the effects of both options on CWU income.

The NEC are further instructed to seek the views of branches and publish the review as a report to branches by no later than the end of 2015.”

I have attached a copy of the report produced by our Research Department which identifies the current subscription rates in a number of selected trade unions within the UK. The report also describes how those unions agree their subscription increases. As you can see there are a number of varied options including banded scales and flat rate increases, all of which have a number of different plans.

Motion 73 gave a further instruction to seek the views of branches and publish a review as a report to branches by no later than the end of 2015. Therefore would all branches consider the report from the Research Department and send their views to my department by Friday 16th October 2015.
