If you look at this LTB and the following scenario things are very very clear:

If you have gone down the route of agreeing to the 30 mins flexible working on yesterday's shift (Wednesday), then RM are obliged to give you that time back no later than +5 working days so possibly up to the following Tuesday. But if you don't work 30 mins flexi unpaid on the 5 days leading up to next Tuesday then it matters not one iota as RM cannot bank hours in this way however much they would like to do this.

Remember that flexible working cannot be applied in a retrospective manner. It was designed to be triggered when circumstances cause problems in mail delivery and not as a cost-cutting measure. So banking is currently a
