Sickness procedure

Guy on a stage one and he goes sick for two months last year and when he returns he is told he won't be getting a stage 2.
So the stage one ends up running out and last week he goes sick for a couple days and is informed he has triggered a stage one but he replies two days sick can't trigger anything but is informed there including his his two months sick last year even though that was July last year.
How can they not issue it last year but can wait untill now to do it? Something not right here

stages clear in 6 months
but sick is for 12 months so they can count the 2 months he was off and issue a stage

Would be obliged if you could be more specific and give a reason why the 2 months absence was not issued could have been on the circumstances or the merits of this absence. May have been advised that the 2 months absence at present does not warrant a stage 2 absence but will be taken into account if further absences occur.

Manager said he didn't want the guy on a stage two so decided not to issue it but nothing was said that if the guy went sick again he would issue a stage.
