When the election material arrives we get paid for the amount we deliver. Taking in to account the time it takes to put it into your fame + the d2ds that will mean to will already be going over your finishing time. At what point does extended delivery kick in. Our Dom Recon's that the payment you get is for going over your time.

No, but if the general traffic was high enough YOU CAN CLAIM overtime according to Dale Hadden Director of Industrial Relations.

You cannot claim if you decide to take all the Election material in one day and the traffic was low enough to complete normally, but if its more than the level planned for your duty then you can claim and the DOMS know this and are lieing.

I’m happy to confirm that we take exactly the same view on the extended delivery issue. The unit payments mean we don’t pay overtime for the election material or poll cards but if the volume of ‘non-election material’ workload requires overtime then yes that should be paid in the normal way. The fact that we make election material unit payments on the day does not mean there can be no extended delivery overtime.

Andy and I can make this clear to colleagues.

On your second point you’re right we do recognise there may be occasions where the volume of poll cards and other mail mean is it simply not possible to maintain the full product service specification. But we have to be careful about how we can say this in our communications. We ask people to do all they reasonably can and if having done so some poll cards fall back to the next delivery we would not withhold the unit payment. As you say we will be pragmatic where necessary. I sent the words in red below to our heads of IR in response to a request for clarity on what DOMs should do in the event that volume made it impossible to clear the poll cards on one day.

While we make every effort to meet these service standards there are occasions when volumes make this impossible and some fall into the next delivery. We do not intend to withhold unit payments in the event of this happening.

Personally I would rather do these for nothing. No, I am not stupid, they are workload. They tell you how many days you have to deliver them. You have to count all the polling cards as you can get any amount for each house. That takes time. Throwing the bloody things in takes time, throwing in D2D's takes time. Throwing in all the election leaflets takes time. Then there is the mail, packets, tracked, specials and everything else. I don't want to be working over my time, so make them part of my day, if they don't get delivered until after the election I couldn't care less.

As mentioned in my previous post its not as cut and dried as that. However, if you don't want to go over you don't have to - just follow the overrunning deliveries procedure.

If you do want to work over then discuss it with your manager and come to an agreement. However you cannot claim overtime if the normal traffic for that day would not have taken you over, but you decided to deliver all your D2Ds and Election leaflets on the same day. You can only claim extended (after your normal time) if that days traffic is either higher than the model week or the call rate is higher than the planned call rate.
