National Delivery Traffic Measurement Processes & Review Guidelines

As part of the ongoing discussions with Royal Mail regarding Delivery revisions and efficiency we have maintained that the key component of all of this is the workload which ultimately determines the resource required in a unit. If the workload is not accurate then the resource will not be accurate and the performance of the unit will not be accurate.

To enable this as far as possible, we have jointly agreed to introduce a standard review process for use in Delivery Units involving Production Control. This includes Traffic Measurement Instructions (TMI) detailing how traffic should be recorded, along with supporting materials for use in Delivery units. The review process will assist where Delivery Managers and/or CWU Representatives believe that there is an error between received traffic and reported traffic. The review process provides the necessary steps for the traffic to be reviewed, which will involve an investigation and the appropriate measures being put in place to correct any errors/discrepancies. Subsequently the Business Warehouse traffic figures will be updated where required.

Delivery Office Managers and CWU Representatives will need to work together to identify where they believe any discrepancies/errors exist, to enable this to be reported back to the Production Control / Traffic teams.

It is also in both parties’ interests (especially CWU) that where they believe actual traffic versus reported traffic is not accurate that this is discussed and resolved via Weekly Resourcing meetings, to enable accurate resourcing to workload in a fair and manageable way.

To enable the review to take place with confidence, the CWU Representative, or a nominated individual, will be afforded sufficient time as necessary to be able to fully participate in the process.

This is a positive step forward for delivery units and if used correctly and consistently should enable reliable traffic/workload figures to be produced which in turn will support a fair alignment of resource to workload.
