Sunday Services – Delivery and Enquiry Offices

Branches and Representatives will be aware of national discussions between Royal Mail and the CWU regarding new products and services, and in particular Sunday Services. Those discussions intensified regarding the introduction of Sunday Services following Royal Mail’s announcement that they would enter the marketplace and deliver within the M25 catchment area culminating in the attached documentation which has been ratified by the Postal Executive.

The launch of Sunday Services will commence on 7th September on a phased basis as detailed in the chart below and will deliver Tracked 24 and Special Delivery items received from the Inward Mail Centres for postcodes within the M25 catchment area.

Employees volunteering to work on a Sunday as part of this trial will, at their discretion have three options to choose from to compensate for the hours they perform on a Sunday:

Option A – Existing Sunday Scheduled Attendance rates paid for the time worked. The same rate is applicable to both FT and PT employees and will attract paid MR in line with the Way Forward Agreement.

Option B – The hours of attendance will be multiplied by 1.5 ( 60 minutes equals a 90 minute credit ) to give a total for the day which can be accrued on an ongoing basis and taken as additional annual leave in line with local leave arrangements.
Option C – The hours of attendance will be multiplied by 1.5 ( 60 minutes equals a 90 minute credit ) to give a total for the day which can then be used to form part of the normal weekly attendance with the residual hours scheduled over no more that 4 days.
All of the options are applicable to FT and PT employees on an equal basis.


We have also agreed a resourcing process for the Sunday Delivery Services which will be resourced in the first instance by CWU represented grades in the delivery catchment area on a voluntary basis with any shortfall being resourced from the parent Mail Centre and guidelines covering this are attached to this LTB.

Also attached to this LTB are the catchment areas detailing which postcodes will be serviced from the 6 delivery offices which have been chosen to open as delivery hubs in the trial.

In addition to the Delivery operation there will also be 100 Delivery Enquiry Offices (list attached) who will also open for the collection of parcels between Midday and 16:00 on Sundays. These Offices have been selected using criteria of volume of undelivered items, high rates of successful first time delivery and scan compliance, and are projected to be areas of forecast parcel growth some of these units are also in areas where competition is operating. In addition there are 9 Enquiry Offices co-located at mail centres which will also open on the same basis as the 100 Delivery Office Enquiry Offices to provide greater customer access. The same options available to the delivery operation volunteers to compensate for working on a Sunday are also applicable to employees working in the Enquiry Offices. Enquiry Offices will also be double staffed on Sundays.

The trial will be overseen by a JWG and reviewed on a monthly basis and will have a respective lead Divisional Representative for each of the areas involved working with the department to deploy the trial and provide the necessary feedback to assist with the ongoing review.

All local/catchment areas will agree their own operational requirements such as the length of attendances, routes and rotates etc
