Requesting an increase in contractual hours?

Several staff at our delivery office were offered a temporary increase in their contractual hours. I have read somewhere in the new agreement that staff can request a permanent increase in their contractual hours to reflect the actual hours they have worked over the previous 6 months but on doing so we have been told this is not possible? Can anybody tell me why this is? Was it left out of the final agreement? We have just been told that we will now be reverting to our old contractual hours because of the fall in traffic over the summer months despite several new part-timers recently started! Anybody been successful at increasing their hours under the new agreement? If so how did you go about it please.

2) LEGALLY BINDING UNDERTAKINGS BY THE EMPLOYER TO THE UNION

2.7.7 THE LEVEL OF PART TIME EMPLOYEES' CONTRACTED HOURS WILL BE JOINTLY REVIEWED LOCALLY ON A 6 MONTH BASIS. WHERE APPROPRIATE, INCREASED CONTRACTED HOURS WILL BE OFFERED TO REFLECT THE HOURS ACTUALLY WORKED AND PLANNED.
This is meant to be a two way discussion between union rep and RM management so writing this off by being told that this is not possible without consultation with local union rep totally defeats the purpose of the agreement.
Your local rep should be aware during summer resourcing of duty lapsing, duty absorption, extended delivery spans and increased overtime to bring this part of the agreement to management attention.
