P739 question..
I am having great difficult getting into the flats on my duty to deliver parcels and recorded items, I know until recently the policy was to take them every day until access is gained, but, I could swear I read somewhere(or maybe I dreamt it) that the operations manager or some other big cheese agreed that this was a waste of resources and decreed that the item could be scanned as `no access` left with the PHG and a P739 taken out every day in it`s place!. The PHG had a pop at me over this, could anybody point me to the where I have read this so that I can print it out and shove it and the parcels up their fat arse...

As long as they have a letterbox, the mail should be treated as any other mail. Ring the bell, no answer then leave a P739.
But you should always take the parcels and letters because there is just a chance the customer might be waiting for their items.
However, if there is no Access even to leave a P739 then that is a different issue... It will be better to try for a few days and then possibly leave a written note to inform residents that you have no access to the building.
After that, it is up to the manager to decide how long to keep doing this or keep the mail. I presume the manager should then make some effort to contact the residents or building administrator?

The local council in our area refused to give us key fobs to gain entry to the blocks of flats we deliver to. Their "excuse"? Security issues! 
We've been trying to get these key fobs for over the past three years, ever since we took on this P&L Delivery. We take out mail and if the timers are on and no one responds we return the mail to the office "Time Locked, No Access and No Response" and add the date of the attempted delivery, we do this for a week and then RTS the mail. (mainly to the local council!) Sometimes they even refuse to open the door if they have no mail, "not opening up for others" or tell you to "F*** off!" They even ignore you, we see them look out of the windows as we approach and still get no response when we buzz, so we do the above. We're not wasting time at each doorway to gain entry to delivery a few letters when we have a whole delivery to complete, as we do the flats at the start of the delivery due to the timelocks.
The timers can either be out of sync or door locks either broken or damaged. sometimes they're blocked with chewing gum, screws, nails etc. Taken photos of these and also the LED screens to show the times - date/time stamp from photo details -
Also the cleaners are not security checked from what we know but and they have key fobs and they let us in, if they're in the area.
