Quick question about p739's

If the delivery point ( a house) has no letter box and no one answers the door and the neighbour doesn't answer are you allowed to tape the 739 card to the door or something? Like other firms do?
Whats the official rule ?

I've never taped a P739 card to a door.
I would return the item to the sender, and endorse it as 'no point of delivery'

No delivery point no delivery endorse and inform a competant manager (if thats possible in RM) Simples!!!!!!!! :arrrghhh
