exempt redirections

I may be being stupid here, but I had a redirection today I have not seen before it said something like

*redirect all names with exceptions*

Exempt
Mr Joe bloggs
Mrs Joe bloggs


So when doing the redirection I would assume you would redirect all names except Mr and Mrs bloggs?

Yes unless the letter has a DNR (Do not Redirect) instruction on it.
