W.R.A.P.

We have all been asked to complete a W.R.A.P. for our walks . Now i understand H&S is everyones responsibility but i am growing ever concerned about the blame culture that is currently enveloping our job and am now reluctant to fill this out. We recently had an incident where someone was unfortunately bitten by a dog whilst on delivery. The opg duly did the correct thing informed his lino and the accident was duly recorded. This led our dim to throw all his toys out of his pram he investigated further found that there was a dog warning at the address and insisted that the opg was taken down the conduct code! This was eventually quashed but the point im trying to make is , if i fill this W.R.A.P. thingy out and I happen to miss something and whilst im off someone has an accident , is bitten by a dog, etc on my duty do they then come running to me for a blameworthy? I have asked this question to both manager and h&s rep but still cant get a definitive answer.
In all honesty i know im the duty holder but i feel there are better qualified people that should be going out assesing the walks and observing what is good and what is bad.

tb35 the WRAP (walk risk assesment platform) is taking over from the WPM 1,2,3, as you go thru a Methods Revision all these boxes have to be ticked, it is NOT about YOU it is about the walk you do, so if you can identify and log as many risks on that delivery all the better for when a reserve or someone does your walk, you can only fill this in to the best of YOUR ability, but it is ongoing, hope this helps

Just put down everything you can think of, and every dog whether it's loose or behind a 20ft wall then you can't go wrong.
i've just updated our office wrap(H&S rep), one guy had 550 houses and only 2 risks it must be the safest duty in history!!
getting him to have another go. you'll never get them all but do the best you can
