Royal Mail Cart Chained to Road Sign for Several Weeks

For several weeks there has been a Royal Mail cart chained to a road sign on an area of grass at the junction of Ridgeway Crescent and Southfleet Road. It hasn't moved at all, and I have never seen any Royal Mail staff using it in any way. I reported it to Royal Mail on their website, and last Friday (November 23rd) they responded by email saying that 'arrangements have been made to remove this', but it is still there. It doesn't seem appropriate for it to be left there permanently, as it's a bit of an eyesore, and Royal Mail have effectively agreed that it shouldn't be. It's probably not what you are used to in reports of 'Abandoned vehicle', but that seemed the most appropriate category.

Before P&L was introduced at my old office, HCTs were used as pouch boxes because the local council wouldn't allow permanent pouch boxes to be erected.

Over a year on and most of them are still there.

Given how crap most equipment is I wouldn't be surprised if they can be easily forced open even when locked
