No Revision but changing collections

What do you think? Our DOM wants us to change our collections, but we are still waiting for our full revison to start.

Shouldnt we be waiting for our £600 and our full revision before they change anything?

Not necessarily.
They have been talking about "collection reviews" for about 18 months in our DO.
They want less collections from certain boxes. They've even done counts of mail.
But it keeps getting put off.
