Duty goes up for signing couple of months after officresign

Hello, we had office resign a few months ago, and somebody has left. And his job is now vacant. Does the be a job for year before you can sign for another job counts or not?

It never did count for a major change office resign anyway.

Reserve picks it up for 6 months,then up for signing. Then successful candidate,( seniority if not a specialist duty), then vacates his position in which will then be picked up by a reserve for six months etc etc. This procedure will not create a knock on effect.
