CWU Guidance Setting the Indoor Performance for Delivery

Post by Geezer »

No. 456/12 Ref: 230.03 Date: 13th June 2012

To: Branches with POSTAL Members

Dear Colleague

Royal Mail & CWU Guidance Setting the Indoor Performance for Delivery Offices Version 2 June 2012

Further to LTB 72/11 dated 8th February 2012 and LTB 342/12 dated 2nd May 2012 discussions have continued with Royal Mail to agree a joint process for establishing a unit’s current performance. Those discussions have now concluded and an annex to the original document contained in LTB 72/11 “Royal Mail & CWU Guidance Setting the Indoor Performance for Delivery Offices Version 1 February 2012” has been Letter to Brancheagreed and subsequently cleared with the Postal Executive at yesterday’s statutory meeting. The revised document is attached to this LTB and has now become “Royal Mail & CWU Guidance Setting the Indoor Performance for Delivery Offices Version 2 June 2012”.

The new process contained in annex A requires both parties to establish the current average performance for the unit going back up to 12 weeks, excluding bank holiday weeks and periods of high or low traffic e.g. July/August (low) and November & December (high). The data to be used for the agreed reference period will include pressure and lapsed hours. These averages will then be input into IWT to provide a starting point for establishing the current performance. The averages referred to are the average levels of traffic for all streams and the average levels of pressure and lapsed for the agreed reference period e.g. 12 weeks.

There are also other influencing factors that will then need to be brought into consideration to ensure that the performance figure is a true representation of the actual performance for the unit which will include ensuring the IWT is up to date and that all worked hours are recorded. This will mean taking into consideration any agreed level of indoor pressure, lapsed hourage, OPG work being performed by managers in support of the indoor operation and any other material fact that can influence the actual current performance figure. For example, members starting early, not taking their meal relief’s, WTLL not taking place, extended IPS and/or Prep and these hours being inaccurately recorded as extended delivery when they should be recorded as indoor hours. These examples would be considered as unscheduled hours.

Wouldn't it be easier to just count the cut offs?

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

What good is all that crap 2 years down the line.........................it beggars belief that there are still new guidelines being produced after a third of delivery offices have already gone through the mill. Chattering is definitely a good earner.

Confirmation of just how poor the BT Agreement was in dealing directly with issues. Let's not forget that BT was supposed to address unresolved issues surrounding Pay & Mod and here we are still no closer to providing DOs with a meaningful package of measures to confront management over Revisions. This method of drip-feeding information has done more harm than good for DOs - beggars belief that Billy/Dave/Bob can hail each drip as a monumental success in furthering the cause of this once proud Union :arrrghhh

Quite! What do you call it when people take your money but fail to fulfil their obligation or give a sub standard service - I wonder if we could cajole Dom Littlewood to do a program on cowboy union men - a sort of named and shamed sort of thing.
