EC speed restrictions on HGV's

with reagrds to the potential changes to our starting times, i am trying to locate the new EC law governing the speeds of vehicles over 7.5 tonnes - could anyone help me find the official EC documents - been trying for a couple of hours with no luck - would be much appreciated!
