I have seen it posted plenty of times that its 28 days notice for a permanent change of start/finish times
can someone tell me what document/agreement that is in?

I think the 28 days is the minimum time it should take to go through the disagreement procedure.
If you don't disagree to the proposals they don't have to give you 28 days.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.
