Part-time manager=Full time stress!

I would like some advice about something that, ideally, would be great but, in practice, is a travesty. I work in a small delivery office (about 20+ deliveries) and for the past couple of years we have been in the situation of having a manager that runs our office along with a nearby one. This means that a manager is only present in our office about three times a week (if that!). I know it sounds ideal but, in all honesty, it is leading to so many arguements amongst the staff that it is creating a very stressful atmosphere that I am sure will eventually boil over into something that will cost someone their job.
Of course I sympathise with those offices that have far too many Mussolini-type DOMs who haven't a clue what the job entails but take a second to think about this situation. No management means that slackers are allowed to get away with murder at the expence of those that actually give a f**k.
I won't go into too much detail but I'm curious about how many other smaller offices are going through the same thing. With no supervison then the onus falls on everyone else in the office and we are not paid the management rate! Obviously we don't want to go down the route of making official complaints about each other (but it is starting to happen, sadly!) and would rather take it to a higher authority. Where do we go to make a case?
I know...moaning about not having a permenant DOM is unheard of on these forums. Many offices would probably jump at the chance but, believe me, you will find out the true colours of some of your workmates when put in this position.

More strength to the fact that small is not beautiful and that larger more managed units is the way to go.

you have got a manager, explain that he needs to be at your office because of the situation. If that fails i suggest you all become "slackers" do f**k all and phone him to advise him that the lot of you will not have time to complete your delivery. I suggest he`ll be round pretty sharpish.
