Now we are not charging for "unoffical redirections" unless it is to a bussiness.

If you factor in the time and effort in writing out and delivering the surcharge cards, coupled with the cost of storing and then disposing of uncollected mail, how much do you think this new initiative will raise.
Given the amount of money lost through redirection failures, it might make more sense to make all redirections unofficial.

Then scrap the "reward money" for redirection failures, keep on top of redirections and maybe if we had the same delivery man on the same job for more than 2 days a week you might be in with a chance.
