MTSF advice required

Glasgow MC is currently undergoing transition from OCR/NP4000 to ILSM/CSS. In accordance with this the previous charts have been removed and new ones currently being advertised.

Previously when this happened, persons who lost their duties were given a choice of vacancies on their shift. According the local rep, the MTSF stated that re-allocation could not be used for financial gain. Although I'm not sure which version was being used at that time.

Insted of doing this, they have advertised all new ILSM/CSS charts across all shifts and only ring-fenced priority to displaced employees but not neccessarily to their original shift. The new charts have unfavourable Saturday hours, so are not attractive to early shift staff who then may encroach on other shifts.

Is this duty allocation process allowed under MTSF v2?

In out office we are going through surplus allocation and have encountered problems but seem to have overcome them with help from higher up Cwu and the mtsf police... You can't increase somebody's allowance (surplus person) using the mtsf so you pay band surplus people and allocate duties to the same pay (if multiple people have same allowance then person holding allowance longest picks first if tie then seniority is used) once all matching allowances have been allocated any remaining duties are advertised to the wider population and resulting vacancies are match against surplus people (if allowances match)....if not advertise again and so on ...(remember if you are matched against a matching duty you can't refuse a reasonable job offer or you will lose pay protection!)hope this helps
