Is this a wind up?

Your CWU representative will usually be elected by your CWU Members, (although they can be appointed directly by the CWU if they apply for a vacant position without challenge).

No

Management should have absolutely no influence over choosing the rep. If they did impose their will then its completely against the ethos of the Union movement and you and your members have a hard choice to make. I would walk.

do you the staff chose your manager at your office.do you the staff vote in the managers rep for there union.
NO !

if there has been any influence by management in an union rep being elected
then inform the area rep.

Give it a few years and your Royal Mail Staff Association Over-watcher will be appointed by the Area Over-watcher Focus Group...probably get a different uniform with tassels and crowns and stars on the epaulettes.
Until then we get to choose our own resistance leaders. :cuppa
