Got a copy of this today - been told it covers KA/DG PA and G1 - 84 and possibly ML.

Disagreement under the IR framework - Business Transformation 2010

BT 2010 Transformation programme
BT2010 links the introduction of walk sequenced mail to delivery offices with a revision programme, using the nationally agreed tools (IWT and Geo route) to deliver benefits to OPG grade staff. This includes a shorter working week of 39 hours, a minimum of one in four Saturdays off, ending the use of private cars on delivery, removes weight from the shoulder and maximises full time employment. In addition, this programme of revision awards pro rata lump sum payments of £1,000 in total.
RM are proceeding with the introduction of walk sequenced mail without introducing all of the benefits to staff. The CWU believes this to be in contravention of the National agreement.

Later start and finish times
BT 2010 introduces a 6 day workplan to facilitate the introduction of walk sequenced mail to delivery offices. The CWU believes that this should be introduced as part of an agreed transformation plan. BT 2010 acknowledges that later start and finish times should mean that the majority of staff should commence work before 0700. Later Saturdays should be compensated by more Saturdays off work.
The CWU does not believe that RM proposals for later start and finish times can be introduced in isolation to an agreed transformation programme. RM proposals contravene the National agreement.

Indoor Workload Tool and Estimated Performance.
BT 2010 agreed the use of the Indoor Workload Tool as a guide to indoor hours required to operate efficient delivery offices. RM Scotland agreed an “enabler” which would allow DO's to progress to 100 EP over the lifetime of the National agreement.
RM proposals to fix some unit EP at 107 contravenes the National agreement.

Georoute and outdoor work
BT 2010 provides for an equalisation of workload through park and loop delivery duties using car derived vans. This entails two OPG's working with short delivery bursts and returning to the van. This alleviates fatigue and allows for reducing the impact of weight on delivery.
RM have recently proposed a delivery model which provides for Car derived vans but plans for the passenger being dropped at the first delivery point and replenishing from bag boxes till completion. The CWU believes that this contravenes the National agreement.

Filling of full time vacancies.
BT 2010 allows for the maximisation of full time employment. RM continue to refuse to fill full time vacancies, despite repeated requests from the CWU. In addition, during the filling of CSS operator posts in MPU's, the CWU was advised that RM would not backfill full time vacancies caused by OPG's moving to CSS work.
The CWU believes that this contravenes the National agreement.

Under the terms of the IR framework there can be no progress on these issues until resolution under the IR framework.

No the Divisional Reps should be organising the policy. I know that I did a stage 3 last week and argued all of those points and we now have some movement. Further meeting next week.

I am now blaming anyone but why have we not got more IR disagreements.

In London now we have 69 stage 3 disagreements , most the sticking point is that we are not moving on any revison until we have resolved the fact that our fixed term contract staff who have done two years are made up.

Now in terms of improved attendances I am sadden that a lot of surveys of our members are coming back as opting to stay on a 5 day week. Their normal response is that by doing this they can have slightly shorter Saturday normally a 7 hour or 7.30 day. Of course in a number of offices they have opted for 9 day fortnights and other attendances. The problem in all this is that Royal Mail`s policy is to work backwards on duty planning ie span and then what hours need to be around from wave 2.

Of course if you choose a 5 day week and your argue for a 0600 start that means without longs and shorts you will be on a 7 hour 48 min day based on 39 hours per week. Which means you will be finished at 13 :48 . However if your wave 2 mail does not come into your office until 9 0 clock then by the time you have sorted it , done your redirections , tied up , etc then the time will be say 10:15 , plus your meal relief taking you up to 10 :55 then 15 mins travelling takes you 11:10 that then means your delivery span would only be 2 hours and 48 mins which bascially will mean you have more part timers than full timers.

The national agreement states the vast majority should start before 0700 , and it will depend what time you are due to get your second wave. Your first wave and most of your manuel should be in your office well before 0600 but it will depend on your second batch arrival.

I suppose you would have to understand how physically demanding a 4hr+ delivery span is first before you could understand why members are opting to stay on the 5 day week.
Our wave 2 arrives at 0720 so we were "lucky" in that we could have longer spans,less part-timers and still keep what the majority of members wanted...a 5 day week.
This job is not suited to a 10hr day dingo...it's far too physical and even if it wasn't.....a 10hr day based on a 0600 start which is when our first mail arrives means a 1600 finish....who wants that?
The primary function of the revision from our point of view is not to create more full-time subs for the CWU,it was a welcome by product but not the driving force.
We have to protect the job as well as hopefully create or enhance more.

Fishtank no one is doubting it is a much more physical job then it was. That could be a reason why some are opting for a 5 day week rather than an improved attendances pattern , however the two reasons which keep coming back is that they dont like the idea of working later than 2pm and they dont want to work later on Saturdays.

Now fishtank I never mentioned 4 day weeks , personally I have supported 4 day week duties and believe they are good for members personally life styles and indeed earnings but when walk sequencing is introduced in an office then it is highly unlikely that an whole office can have 4 day week duties as the 60 -40 split of batch sequenced mail is simply not available to allow it. Of course with Royal Mail`s collection strategy being just two collections per day execpt from certain boxes and firms then it is possible that bybrid duties can be made.

The real danger in all this is that who ever evenutally buys Royal Mail will change the workplan to that of the German and Dutch models which is that no sequencing is perfromed until the last mail centre clearence which is 0500 in which means no walk seqeuncing will be ready until after 07:30 or 0800 at the earliest. Most other offices would get the mail far later.

In regards to creating more full time paying subs thats not something I have ever considered because whilst you may do that in your office the reality in another they will be increasing part time jobs. The balance is meant to get to 75-25 over the life time of the three year agreement. However what you do not hear a lot on here is that there plan is not working , they are behind in their plan. Moya Greene who had no involvement in the first plan is devloping a new plan as the old one is never going to work. Plus some of those managers who were wedded to the new plan and delivery best pratice have left the company Paul Tolhurst , Tessa Fayers to name just two. The delivery plan which they said could work is proving that it cannot unless they adjust both the outdoor and indoor elements by guess what negotations at local , area or divisonal level. In other words their science appoach which we all know would fail has and now its back to collective bargining.

No office has to agree to 100 BSI either indoors or outdoors , no where in the Business Transformation agreement does it mention that criteria. The upper decile issues have never been bottomed out and simply is a side show for management trying to drive their unreasonable revison proposals forward. Offices can and should only agree a revison if 1 it is a reasonable proposal which is not only acceptable to the members and has benefits for the staff and 2 is voted in by the members of the unit.

If it does not fall into those catogaries then it should be rejected and taken down the IR Framework.

trouble is some deliveries in west of scotland when job is done properly take 4hrs already max out
no more scope for longer deliveries
and i dont give a toss how long they end up i will be insisting on p+l,cdv ,meal breaks etc starting at exact time
will not be using boxes or walking with bags over shoulder h/s issues as per 2010 agreement we still dont get time for d2d pt still box their own
ot every morn for pt ,even when lapsing ,now they want to keep us in later as well to cut down on missorts.
lapsing every day where possible but dont ask for day off you are owed will be refused business requirements.
private cars used on deliveries on all aspects not just 1st bag to deliv point mgmt west scot ignore everything cant wait for 1st accident
pt workers encouraged to come in early ( will help you get out on time) some in 2hrs for nothing even allowing them to leave office with missorts left in office
because their (comfortable with it) but dont be ft and try this.
total missmangmt in west scotland and its going to get worse

I'll be interested to see what come's from this disagreement hopefully the reply once it gets to stage 3 can be posted on here, it wll tell quite a story i'll bet as to why local reps have no chance with management.
