Mail Centre Revisions - World Class Mail
Further to LTB 219/11 issued on 8th March 2011 which is reproduced below for ease of reference.



A Report has been received from our Representatives in Scotland that management have attempted to use WCM as a Mail Centre revision tool as opposed to applying the National Databank Planning Values as detailed in LTB 219/11.


According to the information I have received, the process involves the shadowing of an individual duty holder and subsequently constructing a duty through the observations that have been made. I can confirm that no agreement for the use of WCM to replace existing revision methods in Mail Centres has been given by the National Union.

It has been confirmed that the Local CWU have challenged this approach and the Division are making the appropriate representations to ensure that National Agreements are upheld and adhered to as per the commitment agreed in the Business Transformation Agreement which stated:


"Both parties commit to the deployment of WCM, which will be the subject of consultation at all levels and will be consistent with existing national agreements"


In pursuance of the above, Branches and Representatives must ensure that:


· Under no circumstance should WCM be used to determine the workload and/or duty content as part of any revision activity in Mail Centres. Any attempt to do so should be challenged via the IR Framework and the status quo applied.


· Any failure on the part of local management to adhere to current National Agreements must be brought to the immediate attention of your Divisional Representative and/or Divisional WCM Lead so they can raise the matter with regional management.

Mail Centre Revisions - BSI Level (85) - Un-agreed Throughput Rates

It has been brought to the attention of the Indoor Department that local management are attempting to undertake Mail Centre revisions using an un-agreed BSI rate of 85.
The aim of this LTB is to advise you that no approach has been made by the business to the CWU nationally to discuss any change to the current rate of 75, which has been used to establish duties in measured work areas of Mail Centres since the inception of the Revised Revision Procedures.
I am aware that some discussions have taken place with the Assistant Secretary Outdoor regarding the use of 100 BSI as the benchmark for duty revision in deliveries, but no agreement has been given by Bob Gibson to use this rate.
What is clear is that no agreement has been given by me or any of my colleagues at CWU Headquarters to change the BSI Rate in Mail Centres or the National Databank Planning Values and associated principals currently used to construct duties in Mail Centres.
In view of the above, any attempt by local management to use any process and/or procedure other than the agreed revision methods within Mail Centres should be challenged via the IR framework, including the application of the status quo until the matter has been resolved at national level.

Any failure on the part of local management to abide to current national agreements, including the IR Framework will be viewed as a breach of the Business Transformation Agreement and as such be treated as Executive Action. This position should be made clear in any local discussions that take place.
