Network 2010 Revisions


Branches are informed that further to LTB 573/10, published on the 28th June 2010, a programme of local joint analysis on the “first cut” Paragon outputs has taken place in line with Stage 1 of the agreed process.


The Network 2010 Joint Working Group met on Thursday 15th July 2010 to consider the outputs of Stage 1 and where they had been provided Unit reports were looked at in depth.


Analysis of these reports gave a clear indication that in parts of the country area wide solutions may be worthy of consideration in alleviating the impact of Paragon outputs at some sites and in the potential formulation of final duty sets at Stage 3 in line with the joint commitments in our agreements.

While recognising the significant amounts of work undertaken by representatives to produce detailed reports at many units it was noted that some sites had yet to report back.


As a result the Working Group agreed to extend the period of analysis to allow all units to report fully in line with the Stage 1 criteria and for area wide scoping and analysis exercises to take place where necessary this week on similar terms.


The Working Party is due to reconvene for a Stage 2 meeting on Friday 23rd July 2010 to review progress and formulate a recommendation to the National Network Steering Group on processes and timescales for Stage 3 local negotiations and implementation.


Branches are reminded that in line with the Joint Statement while further analysis and/or exchanges of information should continue consistent with the spirit and intent of joint co-operation, no formal local negotiations or ratification of duty sets should take place until the Stage 3 criteria has been agreed and endorsed by the NNSG.


Branches are asked to ensure that units who have not already done so provide the department with a full Stage 1 report as a matter of urgency by Thursday 22nd July 2010.


Branches will be updated accordingly as soon as further information is available.
