its a well known fact that most postmen could be on the streets probably 1 hr(maybe earlier in some parts) than they are.the later start times give the management a carrot which they can dangle for staff which comes in the form of,collapse a duty and you can go early......fact.

Or alternatively it gives management a headache when staff refuse to do OT in the dark
At my office a duty split on OT should finish at 1658. With later starts this would be 1758 or later...without ghosting this cant be done.
