what is lapsing ???
can anyone tell me what lapsing is ?? its a phrase i have never heard before

A walk is Lapsed when its collapsed into say 6 equal parts and 6 Posties take out 1 part each as well as their own duty.
Lapsed = Collapsed.

Also called absorbtion as the exta delivery is absorbed by the posties at no extra cost.

Lapsing is when they dont use those hours in a duty,say you have two duty's 1 8hour duty,1 35 hour duty they dont use the 8 hour duty so that is a 8 hour saving with the 35hour duty say they only use ten hours of it then they dont use the rest then they have saved another 25 hours so thats 33 hours not used just with those 2 dutys,the work might not get done but they still have saved the hours,that is what lapsing is,it's bulls^^^ on paper.
