You use the word propose so i take it that it will be subject to your agreement.
Does your average hours worked equate to 40hrs?
In the wallington system you work 48hr weeks to bank your week off so it may be something similar.
Like i said IF it is subject to your agreement and it suits your office then it may be ok.
If it's not then he can go...........
good times, bad times you know I've had my share

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

The daily grind of having to argue your case with an intellectual pigmy of a line manager is physically and emotionally draining.
