Its for posties with potentail they get EXTERNAL qualifications in leadership and mangement from the institute of leadership and management.

A reserve maanger that is often at my D.O is a member of the ILM
RM are taking on 200 of them.
These are qualifications most local level managers do not hold.
There is no management job at the end, you still have to apply and go through the selection process for mangement jobs.
Look upon it as a more adavanced version of the old postal cadet scheme but aimed at adults and not school leavers.
