Lapsing
I have just took over as the union rep in my office and all last week we were told to take lapsing out.2 duties were lapsed and a lot of posties said they couldnt do it as they would be over their finish time.We were then told to 'stream' the mail on our duties to enable us to get finished on time with the lapsing.Is this allowed?Please could someone give me advice on this.

Tell your boys to leave the lapsed in the frame.If they finish their own duty before their time,they then have the capacity.DO NOT TAKE IT OUT THE LAPSED WITH YOUR DUTY!!. Leaving the lapsed in the frame is the only way to measure if the duty has capacity.

Remember there is no more letters to take you off pay either.

Thanks that helps.But is lapsing not part of the modernisation that was put on hold when the last strikes were called of in November?

what you call "lapsing" is actually "absorbing"
that is when a walk fails
and you "absorb" part of it extra to your own walk
"lapsing" is when you dont have enough time to complete your walk
and you have to lapse part of it, to finish on time
but the answer is to take your time and work to your time

They say that "workload alignment" says you can lapse/absorb,(that means they will use a stupid laptop saying 10% drop in mail). OK until we see the fine print in the national agreement and the "new performance" standards,leave the lapsed in the frame. Whoever comes back early has the capacity.
Insist to your lead manager that perhaps we could locally agree that EVERYONE signs back in.
DO NOT lapse vacancies,only leave or long term sick. If they are vacancies then as per the interim agreement you HAVE TO follow the "Way Forward" agreement in which your senior reserves pick up the vacancy for 6 months then it goes up for signing via seniority.
You need to liase with your area rep,and insist on your resource meeting this week with the lead manager.Do your prep,(if you are on a walk,then get half your walk up on OT in order to cater for the resource meeting).There is loads of downloads on this site in the downloads section.
Bear this in mind in the future of your role as rep. Start telling them what the union want from now on,instead of them telling us. Nationally they are at the negotiating table,we fought for that last year.Keep it going.Let's use last years strikes to good use.They are listening,regardless of members saying the opposite.Members will want to finish early.That is their downfall.The only thing they have to give up is 8 hours.That is all. After that no laptop can go beyond that.

as far as we have been told you take it before you go out, if you think you have time you do it, now that is where full time staff in my office anyway, rush about and have thier lapsing done before part time staff have even tied up, this puts pressure on part time staff to take it too, so because of the success they made of it last year i bet we see more of it this year, foot shooting season

That is the mistake we are making.We need to put the question to the business,(your line manager). "Have I The Capacity?" If there is any managers reading this,what do you think?

As I understand it Lapsing and Absorption are actually the same thing in essence. However this is how I understand the definition:
Absorption = This is when a duty is divided up between X number of other duties on the first day of an unplanned absence (Sick, death, accident etc)
Lapsing = This is when a single or multiple number of rounds is divided up between X number of other duties on a planned basis and there should be local guidelines when and how much.
The underlying condition though is "where time exists within normal hours" which applies to both types. So I would suggest that you do what they say, but as others have suggested withdraw any goodwill for which management are failing to recognise and work only the hours you are paid for. In other words if you want to prove it can't work under normal working conditions then don't disprove your argument by giving them the extra unpaid hours they need to make it work.
You never know it might actually work as they plan it, I seriously doubt it but stranger things have happened.

The answer is quite simple really, if theres spare time on your duty to do the lapsing then so be it-unless it does not go over the nationally agreed 3.5 hr walk timespan. So if you have time to do it then do it. However life would be a lot easier for us lot if we didnt use our own vehicles and put the onus on RM to get us acceleration to our walks or alternatively use the local transport system but to basically put the onus and responsibility on the line manager. Also, take your breaks and take your time, dont be runnin about like a blue arsed fly cutting corners like a header. You will find if u were to have an accident of somesorts the management would tell u that you are not insured to be using your own car or getting a lift or jumpin over the fence to the next door house. Most importantly, have the balls to tell the feckin manager that u havent got scope on ur duty to do it. Theres a lot of lads in our delivery office who have told the manager to take a hike when the latter starts tryin to intimidate into 'absorbing' any duty. Hope this helps

it would of been nice if the bosses had of split the lapsing fairly........i got 40 mins stuck on my duty and was told it was because i had no drop bags to deliver.....so by the time i get to the first delivery point and then to my own duty i have been on the go for an hour!!!!!

if told to stream then do it
make sure you stream more than enough to absorb lapsing within your duty time
mailsort 1st
then 2nd class
then DSA
then every day after continue to stream until you clear the mail within your time
