Outplacement in Delivery

In order to quell some of the rumours and misinformation that is circulating we have issued this LTB to provide the facts.

Bob Gibson, Assistant Secretary, and Mark Baulch, PEC Member, met with Royal Mail last month to discuss a project called ‘Outplacement in Delivery’ which is based very much on the Clear Choice project for Mail Centres.

Whilst this project is supposed to be innovative they were told at the meeting that much of it had been researched and resourced from the internet. At the same time it also sounded very much like the project that had been launched in the Netherlands by TNT. Royal Mail recognised that the circumstances in delivery were different to those being faced in Mail Centres and that this would require a different type of approach, hence their request for a meeting with the Outdoor Department.

Royal Mail made it clear that this was a pilot and that they were not looking for a terms of reference and nor would they be seeking a national agreement with the Union, which led us to ask what it was exactly that they were looking for from the Union.

They informed us that they wanted to pilot the project in some delivery offices and once they had done that they would share the information with us and ask for input. There would be no national agreement. A specialist outplacement company would be used (DBM) and Reed would be used as career advisors. Whilst on the face of it some of this appears to be quite positive it is clearly a move to enable more people to leave the industry and to some extent it creates the type of mindset where people expect to go.

We have received written evidence that Royal Mail are ignoring the MTSF and not following the laid down procedures especially with regard to establishing a surplus. The National IR manager for Royal Mail has stated;

“Dale Haddon wrote to Dave Ward in May confirming we had reminded Regional Operations Directors of the requirements to consult CWU when undertaking preference exercises. That remains our position and this is what consultation on ‘Next Steps’ has covered in Bromley. Obviously, as it is not explicitly part of MTSF ‘Next Steps’ covers these obligations in a different way through meetings with individuals rather than a paper based preference”

Additionally, we do not currently have an agreed way of establishing delivery routes and duties other than what is contained within the SDD and the Pay & Modernisation Agreement, which is why we are we are currently in dispute. It would seem that Royal Mail want processes in place that deal with surplus staff before sitting down with the Union and reaching National agreements that actually determine what the surplus staff numbers may in fact be.
This is clear evidence that the business are continuing to erode our members terms and conditions and it is with the utmost importance that Branches ensure this LTB is circulated not only to our representatives but to our members. Our message is simple, this project is not agreed with CWU HQ we have had no involvement in the design of the project and it is being used to undermine the MTSF agreement which is part of your contract of employment. Branches are reminded that Preference Exercises should be agreed with the CWU and not merely the subject of consultation.

We urge all representatives and members not to participate until the full terms of MTSF have been implemented.

...and HQ know this is true and are not telling you...
