advertising jobs saving hours

we have had up to 5 people leave over the 6-12 months these jobs i have been told are not been advertised,but are going to be covered by 20 hour casuals.the union rep hasnt worked for royal mail for too long and only been a rep for a couple of months,so i dont think he knows either.can the managers do this.

The rep should put in a disagreement over this as this is unagreed changes to staffing. The rep should contact their area rep for advice on how to proceed.

What about the weekly resource meeting? Hours should be agreed then.
