DSA Business Case Manager

The Office of National Statistics (ONS) has told us that items from the nationwide Census mailing sent out early last year are still being delivered now even though all elements of the mailing, including reminder letters, were handed over to us by April 2021.

This has led to a serious complaint being submitted by the ONS who have been contacted by recipients very concerned at the late arrival of the letters especially as they warn of fines for late completion.

The situation is highly damaging to Royal Mail’s reputation and we are asking all delivery teams to take urgent action to prevent further Census items being delivered

We believe the main reasons for the very late delivery are as follows:

It would appear that some items may have been misdelivered or have sat in empty properties before being returned into our system without being endorsed and have then re-circulated through the network before being delivered as addressed.

We also have evidence that some items addressed to new build properties that were not complete at the time of posting have been held in delivery offices and delivered when the properties were occupied.

These items should not have been held but should have been dealt with in line with our Undeliverable Mail policy at the time they reached the delivery office. Assuming there was not a viable delivery point they should have been endorsed with the appropriate reason (likely to be ‘Address Inaccessible’) and returned to sender.

ACTION TO BE TAKEN

We would ask that all offices please check that you are not holding Census letters pending New Build properties being occupied. If you are holding any please return them to the RTS address straightaway via the normal process for returning mail that cannot be delivered. Please can everybody also keep an eye out for Census letters that may enter our network for any other reason e.g. being re-posted from an empty property. If any are found they need to be returned to sender not delivered under any circumstances.

The items are easy to identify – please see images of front and reverse sides.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

Have never heard of that policy before regarding new builds.
Office have always put mail aside until etc,

What reputation is that after the shittest Christmas ever, cards still being delivered in mid-January, official complaints to OFCOM being made, articles in local newspapers across the country and the company not giving a flying f**k about letters being delayed? Oh hang on, this is a Government Department so the company is in the s**t - not bothered about hospital appointment letters and the like though!

I don't, although I did actually have quite a few f***s to give until fairly recently but the run up to Xmas used them all up and I can't see them returning anytime soon.
