Our office is currently in the process of a full revision with a re-pick starting in the new year
Most are FT with some PT, however there are a few on 34 hour contracts. According to the CWU rep, Royal Mail want to get rid of these contacts and are therefore offering those on 34 hours the chance to either increase to FT or decrease to PT (30 hours)
If, however, those on 34 hours don’t want to change, do they have the right to reject the offer of increasing/decreasing hours and remain as they are?

Depends on the terms of your contract but generally no without your consent.

I seem to remember the Agenda for Growth agreement means they can't increase/decrease your hours without agreement

But I would double check with a senior rep (via facebook perhaps) to see if this is still in force.Full time Employees will remain full time unless they volunteer to move to part time hours. Part time Employees will be entitled to retain their existing contractual hours if they wish.
