Can a manager refuse to refer you to occupational health?
Surely it's up to them to assess the situation and make a decision not a non qualified manager?
(Although of course I understand that the management will have an input into the process)

It's up to the manager whether your case requires referral to OH but if there are going to be long term health, adjustments and attendance issues arising from your condition he\she would need to justify that position somewhere down the line so a refusal in those cases is unusual.
