I signed for a partime duty where I finish 2 nights at 9.30pm and the other 3 at 9.00pm. Can RM change my start/stop times please?.

With reasonable notice yes, unless it specifically states in your contract your start and finish time, then you would require a new one. There is no hard and fast rule on what constitutes reasonable though, some reps can negotiate 14 days, others 28. If you can demonstrate why it might not be reasonable to do it so soon, you might be able to get away with a good month.
