The 4 heavy and 4 light diagram came from Royal Mails 'Guide to DM26'.
They show a current duty with 6 bags, (they must exist somewhere?), then you take 1/3 of another duty, i.e. 2 bags. Due to the nature of duty A and duty B rotating being 'light' and heavy' each person will have 8 bags in total, 4 heavy and 4 light.
A shared van is supposed to do 8 heavy and 8 light between them.
DM26 only works if you have 2 shared van duties that currently take around 4 hours per pair to deliver and are loosely based around 6 bags per person.
Those 4 duties and 4 people doing 24 loops in total became 4 duties and 3 people doing 8 loops each, but 4 are heavy and 4 are light. Probably adding about an hour onto your 4 hour delivery.
The problem many units are facing is that going into DM26 they have duties that would take 5-6 hours to complete with 10-12 loops per person.

There has been ample time to ensure that every single duty in every single office in the UK is 'right sized' in preparation for DM26 and ODM before it. Almost 2 years. It should have been a red line for the union on any discussions, rather than some vague promise to put in several thousand duties and make up part time to full time. The goalposts on those last promises are moving in ours on a daily basis.

From the outside looking in it appears that the union have gone into "Tortoise" mode and are keeping their head in the shell until something positive happens.
It's difficult to watch the 500 yr institution burn down and not feel like someone somewhere is responsible.
It's more than likely a combination of a lot of things and the blame lies at a lot of peoples doors as they are all guilty by association.
Government for selling it, private business for running it abysmally and a union in retreat and not knowing why, or how to fix where it is now.
It's like death by a thousand cuts and is becoming painful to watch.

I'm not suggesting the number of bags each duty should be, as it's such an arbitrary unit of measurement. The only unit of measurement that matters is time. It's really not hard to calculate the average time that the average person has taken to complete (or not) every duty in an office. Maybe I've missed it, but surely there should have been some sort of Maximum Duty Delivery time check in the appendix before going into DM26? We've got start times, finish times, break times, but zero on dispatch time, last letter time etc.
