Perhaps the issue is in delivery in particular as most managers expect returns in terms of bonus and most managers in the past were just postmen as one put it to me " I am a manager he said to me and he can do as he want's because he is better than me"

Pushing the dispatches later is the only way that we'd get more time. The mail has to be ready to go by the time the lorries are due to depart (especially so for outward dispatches which have to connect up with other lorry dispatches further down the line).

Quite often issues get flagged up, they get dealt with for a few days then they don't get dealt with

Many MCs have got conveyor belts now and generally if someone is seen talking, depending on the manager they promptly get moved. If one section runs out of work, the staff will always get moved around to another section until their own section has more work in. Throughputs get monitored very closely. Do managers in DOs have to count up all the work to be done each hour for the indoor work?

That's probably a big part of the problem throughout the company, all managers see these days are what the spreadsheets tell them. I don't think local managers (DOMs/Shift Managers or Line Managers) get much say these days as to their staffing

Not every hour but they do know how much is going through initial sorting and how much to each individual duty and should plan accordingly.
